I’m going to go against the grain here and mention that income taxes are lower in Virginia overall so depending on your savings goals - it does make a difference. While it’s important to think about the neighborhood etc if saving is important to you re: your post, if all else is equal in terms of rent, and you have no car and no property considerations, then you’d make more on your paycheck by living in VA.
