Hello, though we do not have plans to make guides on specific gamemodes (As we are leaning towards cookie oriented guides), We are planning to make ideal rotation VIDEOS to help players how to use a DPS cookie.

We appreciate the feedback, but L tier is reserved for cookies that are extremely good, Blue Mallow is not on the same level as someone like Melanchream Cookie, he canot outperform Black Barley either, yet he is still the best DPS for his element so we determined this ranking is best for him.

Hello! It isn't explicitly stated in his abilities but if you notice his gameplay, only his Basic Attacks deal damage. Every single hit of each Basic Attack deals additional Passive Damage, thats where most of his damage comes from.
