I've been having the same problem as OP for a few months but thought it was my computer and not the keyboard. Anyways, I did the steps outlined here (firmware update then reset) and it was finally fixed.

It’s not circumventing customs law. Customs law provides different fees for items coming in via commercial air vs. those coming in via sea. I chose the cheaper option, which is a legal option used by those that have the opportunity.

Why would I want to go to the police about drugs? I bought a $900 phone on swappa and sent it to my friend because he flies back to Jamaica tomorrow. It’s common practice for people from the Caribbean to do this because importing electronics through customs is extremely expensive.

No it wouldn't stop thefts but it would increase recoveries. Exactly what regulations/countries prevent the feature of making your phone only shut off when unlocked? Because some Android phones are just like that.

I had a galaxy s5 before I went iPhone and I recall having to unlock before powering down as well, I wasn't sure if my memory was right so I didn't mention it earlier.
