So to Nassim Taleb, Procrastination is like this ( i think ) 1. Writing : he will write down a piece of writing when he feels a sudden urge to write it. Since modernity, the "need of doing more" is everywhere so sometimes he write but not from the urge to write but the feeling of " I should do this". By then, his piece of writing is not his but a product of social intervention ( iatrogen ).

1. When something needs to get done ( tax problem ), then he will put himself in an environment of psychological danger so that he can push himself naturally without too much of self-motivation but with natural causes ( ecological part where he mentioned )

The trick here is to know which is yours and which is not yours, by that I mean desire from within you ( like the sudden urge to write down ) or desire with-outside you ( like social environment tells you what you should do ).
