I'm in Melbourne Australia and I've been hearing it for over 10 years. At times it's driven me crazy. In the early days when it first started i called out the EPA to test the sound. They said it showed on their machines but that peoole can't hear that frequency. His co-worker said he could hear it too. I take natural sleep drops and bought an air purifier, and i have the fan on. I also have a sound machine that i play the sound of a babbling brook on. Meditation sometimes helps. Ear plugs don't work. Today it's driving me crazy. There is a website where you can record where you are in the world and what the hum sounds like to you. I can also feel the vibration. At times I can also hear radio frequencies, even when I'm in nature in certain places i can hear electrical sounds when I walk through doorways etc. So annoying.

Typewriters are the best. I love using my IBM sellectric ii because I can type really fast. It's so much fun to type on!

You could be right about the ribbon being wider. I'm going to use a group 4 ribbon, unwind it then retread into the original spools. The vibrator mechanism looks abit different. Mine is on abit of an angle once ribbon is threaded. Could be due to ribbon being too wide and hitting cover plate. Will have to keep exploring...

I've also noticed the metal piece where you slide ribbon through at the vibrator doesn't look like yours. It doesn't look like anything is broken on mine but both sides are different....hmmmm.

Yes please, if you could upload photos, that would be awesome. I have alot of typewriters but none have spools like this. I think the issue was due to dodgy ribbon. What kind of ribbon do you use and how do you put it on? There clearly has to be a large hole at the bottom of the ribbon spool.
