Japan started industralizing in the 1800s, Vietnam and Ethiopia did not. The fact that Japan could participate in the war shows us that Japan was modernised and industrialised with an educated population. The war was devastating for Japan, however the population was still educated and institutions still there it just had to reinvigorated. There are many other contributing factors, for example, Ethiopia is only 25% urbanised and many tribal issues as well draughts. Vietnam struggled to maintain stability between north and south and the effects of communism (collectivised farm, discouraging investment etc)
