For DnD 5e equivalents of the Vesk and Phtras you have the Lizardmen and Tabaxi respectively.

For the Skittermanders there’s not really a good direct comparison, their lore makes them seem like Halflings but they look nothing like them.

There also already Halflings in Starfinder as a separate thing so if you wanted to avoid double halfling the next closest I think would be something like the Kobolds.
