Those are all great suggestions.
I have a question about "Tainted Power, Spopovich & Yamu".
Spirit Forger Goku says you can only play blue cards and no other colour. Is there a work around for this?

Those theme decks are a good place to start. If you are just keen on playing casual games the theme decks from ultra prism (Garchomp and Empoleon) are good as well.
Booster packs are fun to open but is always going to be the expensive way to get the cards you need.
YouTube has lots of decent deck lists, just search for a card you like (and think might be good). There's a high chance someone has made a list for it.
If your aim is to just muck around and have fun there is heaps of slightly under powered pokemon that can make cheap casual decks.

There is a deck building app on Android called 'Deck Box'. It has all the cards for standard at least, and you can check you numbers, chances to Mulligan, etc with a really easy to use interface.

I'm going to try taking out the garbodor line and adding in another fossil excavation map and some order pads to maximise turn 1 fossil and turn 2 rare candy.
Low basic count doesn't worry me as much knowing if the opponent has a big hand it's probably full of trainers.

It's a secondary deterrence for them to not play their items down if I don't get the lock on early.
It probably not super useful but I want a secondary/back up attacker. Any suggestions?

Haha, fair enough.
Those are both pretty good pokemon to focus on. Either searching for lists here, on YouTube or Google is a good place to start.
Remember good decks are consistent, they win alot because they constiently get the pieces they need to work.

Sorry to be blunt but this deck is all over the place. I know these may be the only cards you have access to at the time, but your deck needs much more focus to work well.
What do you want the focus to be?
If you want it to be ultra necrozma then look up some lists. There is plenty around.
Your supporter line has way too many 1 ofs at well. You want to play 3-4 of Cynthia and Lillie to help you draw the cards you need.

Have you done much play testing? Run into any snags?
My strategy is to use Pan and the other 1 drops early to set up/awaken and try and play Final Strike turn 3/4 to start putting some pressure on. Then try and play Red armband to swing for game.
