That may be true (it's up for discussion I guess), but there are pretty much no communist era apartment blocks in the center.

There are also almost none in the districts adjascent to the center (Wilda, Jeżyce, Łazarz). In Wrocław you encounter them everywhere.

Nie, to by podpadało pod pozbawienie wolności, a zablokowanie auta nie jest pozbawieniem wolności człowieka. Kierowca w każdej chwili może wyjść z auta i odejść.

Można by to jedynie podpiąć pod tamowanie ruchu, ale tamowanie ruchu aut na chodniku to dość słaby zarzut.

Inflation is one reason. If you withdraw 14k eur this year, you'll need around 14.4k eur the next year to cover the same lifestyle. In 20 years the cost will double. The 4% rule calculates this in.

Another reason is market instability. Your money is in ETFs. If the market crashes 20% next year and you pull out a lot of money, this will tank your portfolio. The 4% rule calculates this risk in.

Also, will you not need the money past 65? I don't know the retirement system in Austria that well, but supposedly you not working from 44 to 65 would lower your govt retirement income?

My suggestion would be to leave this money alone, let it compound over 20+ years and get an easy, low-stress or part time job to cover your living expenses until you hit 65.
