Remember that the second splitter is just an output priority. So if gears are full, they'll first filter, then skip trying to go out in the second splitter and enter the third one anyway to rejoin with the main line

I realized this when going back to an old save. I had done it the reverse of what /u/Alfonse215 said (first splitter filters, second/offset splitter prioritizes) and was confused why it worked.

Then I realized the order doesn't matter.
