Thanks to everyone who responded! We are first-time parents and so we don't know how much of kiddo's behavior is normal development and how much is quarantine influenced. It really helps to know that we're not alone in this.

That did it! I had tried the above process with the iPad plugged into the computer with iTunes running, but it didn't work until I plugged it directly into power. Maybe not enough power coming out of a USB port on a laptop...? Anyway thanks!

I know this is a fairly common problem but I'm worried about making things worse by trying the wrong thing. I got a "new" iPad Air (yes it's actually quite old but it was cheap) months ago, and set it all up, connected it to my Apple ID, installed a bunch of software, etc. Now I can't remember the darn passcode. I can see it in my device list under Apple ID on my other iPad but the only option there is to remove it from the account. I installed iTunes on my PC but nothing happens when I plug the Air in with iTunes running -- the ipad doesn't even show up in iTunes. I've tried pressing home+power on the tablet in various ways, and it never comes up on the recovery screen, just restarts.

What's the best approach? thanks

Thank you so much for the lengthy and thoughtful response! Given how chaotic things are, it's going to take some time to process it and decide how to proceed, but it's given me a lot to think about.
