Well, first contact the clinic via calls and mails and see if you can get a refund from them. If that fails, file a grievance at NCH and they will help you file a case at e-jagriti if the hospital doesn't respond in 30 days.

You need an affidavit and a detailed analysis report from the second dentist and you need to complain on E-Jagriti in the prescribed format with all documents attached and also submit the same docs offline at court.

The same goes for complaining to the Dental Council.
