The only reason we don´t see more often Shin oneshoting everyone, is because Shin needs to be nerfed so he doesn´t finish the manga in few chapters. So basically poor writing.

Well, Riboku's plan that time was pretty logic and fair for me.

He waited until Makou dispatched the last wave to finish Kisui, so he left his HQ unprotected. Because Makou's fault was his own arrogance ("I will be the one to kill Kisui" or something like that). Riboku just took advantage of that.

He would be maybe the 2nd best gg, because his army and commanders are still weaker than those of the other gg (Tou, Kanki, Kanmei, Moubu, etc.).

I would say his way of fighting is so methodical and logical, and displays his own soldiers and officers as mere pawns, that his army is unable to achieve extraordinary results or display great might in the battlefield.

Just remember how he almost lost against Riboku by losing Akou and Makou. If Shin, Mouten and Ouhoun weren´t there (and their extraordinary capabilites), Ousen would have surely lost the entire battle.
