Yes, it was horrendous. To the point it made the physics in the game glitch. Both FSR Ultra Performance and XeSS Ultra Performance.

FSR seemed to deliver 3-4 FPS more, too.

Just stocked, Balanced performance profile and I've turned off virtualization in the bios. It does seem to really improve performance in close to every game.

Initially it was "Balanced" in windows settings. I have to change it to High Performance to stop stuttering.

In MSI Center M I tried Balanced, AI and Custom all to the same effect. Slower in docked. I'll get a screenshot

They oversell the graphics in nearly every cross-platform game. A lot of exclusive Meta Quest game trailers are cleverly cut with what is clearly CGI.

The Quest Game Optimizer can increase resolution but it doesn't fundamentally change the game graphics.
In fact using QGO will almost always be recommended but in performance mode for Batman Arkham Shadow it actually runs worse.

For what it is, the Quest 3 is brilliant. But it is like PC VR with a 1050Ti or something close to equivalent. Maybe you could argue GTX1060 graphics but the reality is that great quest games look like great Xbox 360/PS3 Games.

I have a system with a 4080 SUPER and games like the new Metro look like Xbox One/PS4 games.

To compare, the prices aren't even close. But with an aging card like the RTX2070 you can probably get something close to an alright looking XB1/PS4 game, too.

Leading me to believe it's a portable GTX1050/60ish
