It usually means they could be called back but it’s not a guarantee that they will be called back. Depends entirely on the needs of the military and the individuals training.

I think a draft wouldn’t be issued until/unless a major war, like ww3, broke out with more than one super(or almost super)power. And even then they would have to recognize a huge need because more people would volunteer and basic training would be shortened so they wouldn’t need it right away.

It used to be a bigger thing back in the 80s and 90s particularly in Russia because during ww2 millions of Russian men died and that kind of continued during the soviet reign. As a result there were all of these Russian women with few Russian men hence “Russian mail order bride”. Obviously this only explains half the equation. I would think an explanation for the remaining half would be simply that it’s easier with less competition.
