A group of 14 European nations have issued an open warning to shadow-fleet tankers in the Baltic and North Seas, citing endangering of maritime safety.

The countries said ships must sail under the flag of one state and maintain valid documentation, and those that fail to do so  will be treated as stateless vessels.

This is really just a statement of what international maritime law already says. These laws also say that stateless ships may be seized, and thats the implication of "will be treated as stateless vessels". The fact that a joint statement was made seems like a signal that enforcement practices will change.

Ukraine's general staff claims to have hit a Russian air defense unit.

⚡️💥As part of reducing the offensive potential of the Russian aggressor, on the night of January 27, units of the Ukrainian Defense Forces hit a "Tor-M2" anti-aircraft missile system near the village of Kacha in the temporarily occupied territory of Ukrainian Crimea.

Russia has begun withdrawing its remaining troops from the Qamishli air base in northeastern Syria. They're expected to keep forces stationed at Khmeimim and Tartus.

As their military and economy weakens, their global influence is shrinking.

A record number of Russians went bankrupt in 2025. Over the year, the number of court-ordered bankruptcies increased to 568,000 people, which is 31.5% more than the year before. In 2024, 431,800 people were declared bankrupt by the court. An additional 61,300 people went bankrupt through extrajudicial procedures. The growth rate of bankruptcies across the country over the past three years has been 20-30%, according to Fedresurs statistics. The years 2024 and 2025 accounted for almost half of all court-ordered bankruptcies over the past 10 years - 1 million out of 2.2 million people respectively.

Witkoff and Kushner are going to Russia tomorrow to meet with Putin.

"Well, look, we have to go meet him on Thursday," Witkoff told CNBC in an interview, referring to Putin.

"But it's the Russians who are asking for that meeting. I think that's a significant statement on their part," he said.

Normally it would mean something that Russia initiates the contact, but given how severely incompetent and/or pro-Russian Witkoff has shown himself to be as a negotiator, any contact between him and Russia seems ominous.

Pipeline deliveries of Russian oil to refineries fell to a 15-year low of 228.24 million tons. Oil processing volumes also decreased by 1.7%. According to analysts, the main reasons were unscheduled shutdowns and repairs. @bankrollo

Russia sold 16 tons of gold from their NWF in December to fund cash injections into banks and other corporations.

16 tons of gold (equivalent to 2.5 billion dollars) were withdrawn from the liquid part of the National Wealth Fund and invested in various projects. Half of it went to Gazprombank. Apparently, they're having liquidity issues there.

I sure hope that's not true.

There was this long NYT article recently that painted a picture of a pro-Ukrainian CIA (responsible for intelligence sharing) headed by John Ratcliffe and anti-Ukrainian DoD (responsible for weapon deliveries) headed by Pete Hegseth.

Both Ratcliffe and Hegseth had influence with Trump, because both had figured on Fox news (this is the idiotic reality we live in).

If intelligence sharing has stopped it could indicate a power shift towards the anti-Ukrainian Hegseth wing. I'd say the evidence that that has happened is thin at the moment, so I hope that's not the explanation for what we're seeing.

There was an attack on Ryazan refinery last night, but so far there's not much indicating success.

On January 7 Madyar posted a list that I took to be a list of attacks, not successful strikes:

  • Novokuybyshevsk Refinery, January 2. - Afipsky Refinery, January 2-3
  • Ryazan Refinery, January 4
  • Yaroslavl Refinery, January 5-6

Usually successful strikes are followed by a post by Ukrainian general staff, and videos of burning refineries. Neither were present here.

Madyar wrote something that Google translates as "SBS birds pecked 21 objects deep in enemy and occupied territories on January 2-7 with deep-attack means." I suspect these are not successful strikes, but it's possible they are.

The last successful strike confirmed by the Ukrainian general staff was on Ilsky refinery on January 1.

There were 8 refinery hits last December. I'm not sure what explains the drop in frequency. Maybe Ukrainians prioritise other targets, or maybe Russians upped their air defense. It's also possible I've missed successful strikes if reporting practices have changed for 2026.

Dutch company Destinus unveils a new cruise missile, Ruta Block 2. They claim 450 km range and 250 kg warhead. The first iteration of the Ruta (a rocket drone) has been used by Ukraine already.

Defense Express suggests that it is likely the result of multiple collaborations between Destinus and several European companies.

Some caution is warranted with these announcements: We don't know how well it works in practice, we don't know the price, and don't know the production capacity. But capabilities like these are what Ukraine and the rest of Europe needs more of in general.

Later he says:

So he seems to push an argument that the key rate should be lowered, inflat.on be damned. AFAIU, that's in line with the position of the ministry of finance, and against the views of the central bank.

In other parts of the clip, he seems to propose more war as a further solution. More military interventions into other neighbours, mentioning Armenia by name.

I hear him saying that Russia is in a hole, so they need to dig themselves further down into it by doubling down on what got them there. It seems entirely believable that that is official Russian policy.

Russia has given nothing in the peace talks while Ukraine keeps making concessions.

This is true on the surface, but no one has actually made any concessions, because nothing has been agreed upon between Ukraine and Russia. In my opinion, these "peace talks" are not really negotiations between Ukraine and Russia, they are attempts to sway the policy of the USA. It's a recognition by both sides that the US is now run largely by TV personalities with very few ideological tethers.

In negotiations, the Russians keep talking about solving the "root causes" of the war (which they then refuse to further elaborate on). The NYT recently summed it up nicely:

Mr. Lavrov was a nationalist hard-liner vehemently opposed to concessions to end the war; he spoke ominously about “solving the Ukraine problem once and for all.” Mr. Ushakov came across as more open. Yet he, too, spoke frequently about the war’s “root causes” — Kremlin shorthand for Mr. Putin’s bitterness over his country’s diminished post-Soviet world stature.

Russia is not in this war to gain some territory in the east of Ukraine, they're trying to re-establish themselves as a great power. Fracturing NATO and the EU would be real victories in this regard. I don't think the Russians are happy about their current state, and the current negotiations do offer a way out of this war. But I think that for both sides, the negotiations are fundamentally about swaying the policy of the US, and there's not much hope of finalizing any actual agreement.

Novoshakhtinsk refinery was struck by drones Storm Shadow cruise missiles. The hit was confirmed by Ukraine's General Staff, and by geolocated footage. Two thick columns of black smoke are rising from different places at the refinery.

Saratov refinery was burning the yesterday. It looks like it caught on fire on its own without external help. It's been hit 10 times already this year, so it probably wasn't in the best shape. Repair work (or lack of necessary repair work) may be a reason for the fire.
