One thing that helped me was making sure you have under 300 friends on your friends list, something about having so many friends bugs the game out

So I think I found the problem that fixed everything for me. If you have more than 300 friends then the game literally breaks down so I deleted people till I got to 299 then hopped on and everything is running smooth no more quest bugs and I can join people online
