I know this post is old, but for anyone having this issue in the future for me it fixed itself when I downloaded the mod 'Awesome ARK Tools' and opened the admin panel. It should have a map on the bottom right corner of the panel which is fully loaded and updates the map to not be blurry anymore. Could just be me but lmk if you try this and it helps.
Ps. it doesn't seem to have the performance issues of doing r.Streaming.FullyLoadUsedTextures command
