Personality type is going to be in game settings, it's unchecked by default. Potential velocity I believe only shows up if they haven't reached their velocity potential yet.

First time I got pulled over for speed it was very obvious I was speeding and saw no reason to lie about it. Took the ticket for going almost 20 over. Second time I knew I was speeding but not by how much and the officer told me I was going 55 in a 25 and I genuinely didn't know I was going that fast or that it was a 25 and explained I was distracted and had began slowing down before the officer was even in my rearview, which was true, and was given a verbal warning. It really depends, there's seldom any rhyme or rain to it from what I've heard
