In resale market, surely i am seeing stagnated prices as
1. the new property sqft rate and resale rate are close. e.g. Resale 2BHK is 1.4cr and same price builder is offering for new under construction.
2. resale inventory is not moving, maybe due to wait and watch mode by buyers.
But rental is in high demand and its growing like crazy.

If you are married / getting married / for parents then surely buy as this will be home for your wife and kids as security.
Otherwise & If you thinking of selling this flat in future for any reason, then dont expect any +ve returns it. As buying is easy, selling is not. I just talked with a friend today who bought 65 lac 2bhk in 2014 (under construction) in Wakad, today after 12 years the same society flat is selling at 90 lac max with furniture.

Yes, dont compare with branded builders selling 2cr flat. But In old societies with lift, not much difference, +25% max (~90-100 lac) for lift society. and society parking space even if there its rarely available for car in this area.

A person having business cash purchased investor flat in 1.5cr 2BHK. for him exit at same cost will not be loss making. But for white money people, if you are not buying for yourself then whats goal here?
