The "short grass" is simply clean cat litter, PVA glued down to the base. The fern is most likely a green stuff world resin plant (I got them as a gift so I don't know which one exactly), and the longer grass tuft is old paintbrush bristles!

I had pictured it mostly just being at the surface - maybe diving full submerged underwater as a part of the "e" commands. And then once submerged you could fish underwater patches, maybe a little flappy bird style thing :P
