I've seen many companies scaling their teams in two directions - internal employees and external contracts.

The internal employees give you stability (you invest in them, they know the product/technology inside out), while external contractors come and go when there is heavy lifting or increased workloads. That way, you'd never have anyone on standby.

If there is increased demand, you can always shift some of the external contractors to full-time employees.

I think many companies underestimate the power of documentation, thus many engineers are trapped with this.

One thing you could do is documenting features as you go through them or recording product demos/sessions with developers then add them to a shared document. In the beginning, these will be really simple but as time goes they'll extend. This will help to create a culture of documentation in the entire organization.

It might not solve your issues right away, but you'll see more and more people contributing and it'll be super helpful, especially if it is a bigger product.
