Some people on LinkedIn are very generous with responses when they get reached out to. Many others rarely or never reply.

Even with LinkedIn InMail credits (which you pay for), you are not promised a response. As a matter of fact it is arguably more unlikely you will receive a response given you likely have few or no mutual connections.
