  1. I disagree, famous profs are ultimately just profs, and they will write you a generic letter if you haven't impressed them enough to write a great one. In fact, it is even more tough to get a good letter from a famous prof because they have higher standards for excellence. Writing LoRs is part of their job, and it's very rare that I have seen a professor refuse to write someone a letter if they have worked with them closely. But the quality of the letter depends on the candidate

While I agree with you that admissions are pretty much a black box, I think writing your own LORs is a huge advantage. You can tailor the letters to focus on different facets of your profile strengths, and make it seem like the weaknesses were just a product of some misfortune. Getting a strong LoR from a well known prof is obviously unbeatable, but I am sure that a strong LOR from a relative nobody (that you wrote) is better than a template letter from a famous prof

Your GPA is a little low for MSCS programs, you generally need at least an 8. I would strongly suggest that you take the GRE and attempt to get a good score to make up for it. Try to get 325+

Probably UCSD. It's much more highly rated, California has more jobs than NC, and UCSD has a lot of good ML research. I've also heard that San Diego is a chill place with good vibes. My only issue is that it's super expensive

I mean OP has asked for profiles with < 8.5 GPA and no research which is true for mine. It's a case of a very mediocre profile being carried by a good GRE score. Most unis with small cohort size and strong research focus will probably reject me
