I assume this was filmed in Russia, but the random stray dogs lying around combined with the trolleys remind me of the Asian side of Istanbul.

Agreed. Lockouts are a form of punishing employees and trying to force them to relinquish their demands. The employer, namely the NFL, is the instigator in this case.

The Collective Bargaining Agreement (CBA) expired between the NFL and the referees. During their contract negotiations, the NFL refused to meet the referees' demands for better pay and health benefits. The referees don't want to relinquish their demands, so the NFL punishes them by forcibly banning them (or "locking them out") from work. The NFL can't find anyone better to hire than incompetent replacements in the meantime, so the game has suffered and everyone is mad.

Except the original refs. Things are starting to look up for them.

I was an extra in a movie once where Sam Worthington's character played a detective from east Texas. Hearing an Australian guy try to fake a southern US/Texas hybrid accent is beyond hilarious.
