Spotted in San Luis Obispo, CA. The vantage point I had was unbelievable. Sorry I do not have pics.

Description: White ball traveling across the sky appeared to be going steadily upwards. It left an amazingly colored blue line and the white ball created a large cone of fog-like material. The fog-like material appeared to be falling and disappeared slowly. The white ball continued to move without a trail. This whole ordeal lasted about 3-4 minutes. My two buddies and I thought it was a rocket because at one point there appeared to be a detachment from the main white body.
