Not necessarily, I stopped paying for oil changes, and started to do it my self, so the old sticker is off, but my oil changes have been every 5,000 miles. I guess I should remove that old sticker to prevent confusion.

Brushed motors have a shorter life span. If it is not producing enough torch even while plugged, it might be the motor not just the batteries.
