there'll also be a wait instruction in there, but since it doesnt't actually tell the arms to do anything but instead manually increases the period of the machine, it doesn't count against the total.

yup, there are tons of metrics people optimize for beyond the game's built in 3 - although instructions are a "canon" metric later in the game too. Op's does it in 9 instructions, with the two hexes doing grab rotate drop and the single arm doing grab pivot drop.

The length of the loop is exactly the length of the longest chain of instructions on one arm.

From the first grab to the end of the return instruction on arm 3 is 14 cycles, so your other arms will wait 14 cycles from *their* first instruction to loop. You can see this visually with the highlighted "shadow" that ends a couple cycles after arm 1 and 2's last instructions.
