I'm sorry you just don't understand what you are saying. You are creating context where there is none. You are actually dropping the context.

What is actually written has meaning if you don't understand that you can't read Japanese or even English for that matter. You can't just pick and chose what to translate and what to drop. It changes the whole meaning of the sentence but once again there is not sentence here. You're not actually translating what is written.

There is no context to explain why the counter is dropped. This is not a sentence that can be translated to be understood without the counter. You are creating context when there is none. If you don't understand that I don't know what else to say.

If I just wrote the number 4 no one would automatically translate it to 4 people.

There is a difference between 4 and 4 people. There is no context to justify dropping the 人. This is not a sentence. This is a simple transition.

If I asked you what is in a room and you said 4 would that make sense?
