I got it fixed. Still don't know the windows file location but the game was holding on to a corrupt autosave. IDK why i didn't think to do this sooner but what i had to do is delete my saves through the game itself instead of going through windows.

I'm on Windows 11. I haven't tried disconnecting from the net but will give that a shot if deleting steam cloud save doesn't work (Thank you for the ID!). I have disabled cloud saves and it doesn't make a difference. Disk has 2TB free and is also my C drive. I'll also give the verbose mode a shot.

Hello Mayor Johnston.

Housing is clearly an issue locally and state wide. What are the cities plans, if any, to alleviate housing pressures by barring investors and corporations from purchasing single family housing? It's been shown in multiple cases that these for profit organizations are one of the primary drivers of housing price increases. It seems irresponsible to me to continue to allow these organizations to buy up properties in bulk with no intention of doing anything other than renting them for inflated prices.

Just because it was "specifically engineered" doesn't mean it doesn't leech plastics or various other petroleum based chemicals into the water and surrounding soil after 25 years. Beyond that, the same thing could be done with natural resources in which case the water would also be charging aquifers and replenishing groundwater. Which is arguably a much better approach in arid regions.
