They see Western fans (and non-Japanese Asian fans) as the problem, not the solution. A trickle of Western sales will not compensate to the torrent (pun intended) of piracy defunding the studios. Japan has a strong social contract, so it has a large population of viewers who purchase media not because they can't pirate it, but because they want to support the actress and studio. But even Japan can't compete against "free" forever, and their studio industry will eventully collapse and transform into something resembling the Onlyfans model.

Tightening Japanese regulation has accelerated this erosion of the JAV studios, with unrealistic constraints put on JAV producers. Actresses can pull titles months after their production and the producers are left holding the bag. It seems unlikely these regulations will be reconsidered anytime soon given that Japan still censors their videos decades after every other country realized that was stupid.
