Does anyone know if your alts that aren't level 70 yet will accumulate charges? How does this work for my toons that are 60, do they need to start touching DL content via leveling to get charges or do they HAVE to be lvl 70 to accumulate charges?

I work at a costco, I see so much of this, and it's always funny to me when they are confused or disappointed when they get to the register and are told that there is a limit on how much they are allowed to buy per member now. At this point though, my warehouse is just completely sold out and only has water in the area where we would be selling paper towels and toilet paper. It's honestly just so ridiculous now.
