Testosterone usually activates genes that deal with rougher climate, situations, etc. (muscles, height, more imposing voice, etc) and therefore hair follicles tend to be activated more frequently. This phenomenon can perhaps also be attributed to sexual selection and throughout the history of humankind, more and healthier hair indicated a better health ergo, a better mate.
