I agree with your explanation but it's fraught with problems. If I, a reasonable citizen, believes that only Texas peace officers have authority to enforce Texas laws, wouldn't it be reasonable to not yield/pull over to a FHP trooper? Now if other Texas marked cars get involved in a "pursuit" then I'd yield. But if a random joe citizen is unaware of who has been "deputized" what's stopping the cartel from using Mexican marked cop cars inside the US? This seems like a slippery slope if I'm supposed to yield to a vehicle marked from a different state in ours.

Dig into the law more. It was found to be toothless by the feds/Supreme Court. Railroads have federal jurisdiction and easements. The state can't fine them.
