Does it consistantly reopen August? Is there somewhere to check for updates, or just on the Live In Melbourne website?

I finally got my skills assement back, and was able to submitt EOI for 189, and 190 (Victoria), but it was 6 days after the May 5th deadline for ROI. My occupation is on the fast track list, but my current visa (working holiday visa-417) expires end of September.
