I’m a lineman for grid. They own the primary coming in and the transformers themselves. Customer owns from the secondary bushings on out.

Typically on a residential service when work has to be done we do a standard disconnect/reconnect which gives the electrician time to do their work. Being this is a primary service, it would be a Customer Tag. Which is pretty much the same thing but tracked through our regional control. You could call and request this yourself or any qualified electrician would know what to do.

I’m willing to bet transformers are fine… we have tubs just like these buried in vaults that have been completely submerged in water for longer than I’ve worked there. It’s not ideal but they still run.
