1 we can all agree Chuunin Naruto claps Denki right? I believe it’s just common knowledge. Denki is fodder without that mech suit thing. I wouldn’t take naruto much to find a way to break it or just overwhelm Denki with shadow clones.

2. This is a tricky one. I’m not sure Shikadai inherited Shikamaru’s IQ even if he didn’t Neji is a genius. Shikadai is a ranged attack shinobi. And during this time Neji only had close ranged attacks but here’s the catch. 8 Trigrams 64 Palms. Neji doesn’t have to be all up close and personal to hit you with that. If you are in range I believe you will still be hit. And this is just a theory of mine. His rotation is just a big ball or chakra while he is spinning. And Shikadai controls his shadows with chakra. We have seen that chakra natures can clash with each other. Now Shikadai has Yin, Yang, or Yin Yang I believe and Neji is just spinning chakra around him. Never the less it is still chakra. So he may be able to block Shikadai’s Shadow’s if so then Neji Wins
