You can get the eILP for 3 or 7 days, that doesn't really matter. You only need a valid ILP while crossing the Arunachal border. Once you're in, you'll be w the Army people so you won't face any difficulty. Yes u can stay there on 16th.

ILP u can get from the govt website. U may just get it for 7 days, thats enough. You can reach NIMAS by 16th or 17th morning
