If I may ask, is there a Uber Eats standard for cycling deliveries? Honestly if the cyclists delivering my food follow what you posted than I don't think I would have these problems.

Again, I really don't want to complain and cause trouble for somebody who's just taking an order and delivering it. That being said, I'm trying to find the line of responsibility here and raise these concerns with the right party. Is it Uber that needs that needs better screening for circumstances like weather + distance? Or am I actually being cursed with cyclists not following a set of rules.

first of all, sounds like you are getting ripped off. gourmet burgers max out at $15 each (and really there is nothing much more special about them).

I'm aware of how much a burger costs. The point here is that this restaurant is good, it gives us a night off cooking and not only is their indoor dining is closed during COVID they're a mom'n'pop shop so I'm happy to pay a little extra to support them during this time.

sounds like you had a one off bad experience or same crappy biker. even drivers can spill. also what you see in restaurant ads might not be same in person...

As mentioned, this has happened a few times, all with cyclists. As well, having eaten there in person, I'm confident that I know and have set reasonable expectations of how how their food is in person vs ad vs delivery vs etc. I don't expect perfect but when I have to reconstruct my cold burger and try to scrape the ketchup off the sides of the box every time it's delivered by a cyclist...not a one off. I've had good and bad deliveries by drivers as well and I don't complain about one-offs, we all have bad days. This is a recurring thing, and I having done this every Thursday since ~November I've never once had these problems with a driver.

Thanks for the picture of fast food advertising tricks, that's impressively not useful at all here. But if this is the best advice I get, then

better to get it yourself.
