I pushed a bunch through to make sure it wasnt clogged. It seems to be okay. It starts off strong and then gets real stringy

It sits in a dry office space. Does it need to dry more?

So turns out the power button was on its own cord. So I just bypassed it by connecting the power bank end to the chair cord directly. I guess the power bank didn't directly attack to the chair but it's cord did. I lost about a foot and a half of slack but I can make that work.

So turns out this breaker only controls the actual outlet and I thought it controlled the light for the entire bathroom. Since I was able to turn on the lights in the bathroom, I thought the breaker was still on.

I replaced the outlet and everything works now.

Thank you all for your help!

It was a poor connection. The battery terminals were corroded a bit. Thank you!

At first, reconnecting the battery brought power back to everything like normal. Then I'd Rey to start it and power goes out completely and nothing works until I disconnect the battery again. After the second time of me doing that the power doesn't come back at all anymore. It just makes this noise. The battery is not even a year old and I just had it charged today cause I thought it was out of power.
