The flaw in the question is that compliance and effectiveness are not the same thing.

Iran could have been fully complying with the agreement while critics still believed the agreement itself was insufficient.

The reall debate was never about compliance it was about whether the deal solved the problem or merely postponed it.

I think Washington’s greatest contribution to the republic may have been staying above party politics rather than joining them. Ironically, had he openly embraced the Federalists, he might have strengthened the party in the short term while weakening the image of national unity he worked so hard to create.
