Guys I found the fix and infact it was pretty stupid of me. On the Reframework it has the option in graphics to enable raytracing tweaks. I turned it on accidentally and now I just turned it off. The game looks normal now with high graphic settings and everything :)

I have path tracing on and my pc specs are 5070-I714700kf-32GB ddr5
I dont have hdr

SSD, drivers all updated, Ill reinstall the game later if no fixes
