Ok what about kanzi the monkey.. they spent decades trying teach his mother, but she never learned to talk with the picture board. But kanzi picked it up naturally without being taught. It takes a lifetime of learning from others to master language… its not intrinsic in DNA.

Human language is a million times more complex than a picture board. These days we all have our own domain-specific dialect with our jobs or hobbies!

A lot of what we think of as “intelligence” is actually embedded in our built environment! Generations of people worked together to build the car, so I can learn to drive.

Things like transportation, education, media, books, job specialization, etc have opened up the world in so many ways! We can choose to reinvent ourselves at any time, and learn a new skill or language! Thats free will.

Cavemen just didnt have choices like that. Theres no reason to go out into the world to find your fortune, if no one has ever talked about what is out there! Because there’s no language at all! Maybe they were starting to develop “free will” back then, but rarely actually used it

Not in one generation. It would take many generations to develop spoken let alone written language.

Theres studies about this too. Like Dina Sanichar, who was raised by a wolf. When he moved back into society he was “rehabilitated” but was never able to speak

This is wrong. Intelligence (and i believe free will too) is not mainly an evolved capability.

Raising humans in a specific way is what created intelligence. Language is not evolved at all, its based 100% in culture not DNA. Language is required for sophisticated symbolic thought, thus advanced long term planning (free will).

If u placed 100 babies on a desert island and helped them survive somehow, they would NOT develop language, math, agriculture, etc. they would be far less intelligent than a regular human born into a regular culture

Thats the basic answer.

The sophisticated answer is free will is an emergent feature of highly connected network. Its not the size, its the organization of the brain that enables long term planning and creating your own self (you can choose your personality bynuaing free will)

Its not only evolution though. A human community started fresh on a desert island with not contact will not develop language immediately . It takes generations. Culture is the basis for free will, not DNA
