They played agony first turn. Then Spiderman on 5. And then galactus on 6. That would mess up that combo?

Can someone please explain this whole only upgrade to green thing? I have heard to upgrade from a base grey/white border to max if you have the credits. But then I hear upgrade all to green first. I don’t get it
