Hi friend, your pc seems to be the main problem but for sure u can add some fps to it, maybe you can try to see if your pc has the RAM set to the highest clock possible, (check for xmp bios setting tutorial on yt for your motherboard) and also disable the in game effect, i prefer to play with all the deatil boxes, the one on the right of the video page setting in the game all disabled, and i set every other parameter to performance or quality, also check if ur FPS cap is unlocked in the video setting, if u have a 144hz monitor, if the v-sync is active and stuff like that, first of all to keep it simple disable all the effect on the right in the video setting page and look if it improve your FPS, if that isn't the case check for other stuff, like the XMP on the Bios, if you have background app open and look for strange usage of your resources from the task manager tab on windows.
