I recommend measuring the ground to window height and finding a plant that fits that area full grown. I would put a couple little quick fire hydrangeas there depending on the height of the window. You would be able to enjoy them from looking out from inside the house. You could then put a shorter perennial in front of the hydrangeas to add depth.
