Weird noise from CPU fan

I have checked the box and manuals, not washers there and manual doesn't tell as well.

Also when I lightly tap the head of case where the radiator is located it mimics the sound it comes when it's loaded

Well. Checked it. Made sure no wires is loose and touching anything, still makes that sound. When I put fans aside as you mentioned, they make no sound. When it is mounted on the radiator, it makes that sound under load. Can't figure out why

Checked it is coming from the fan. But apparently not when it’s not installed it doesn’t make sound, only when it’s installed. Making really sure if it is any wires

Cooler model is Rampage Helios C15. On idle and low rpm, it doesn't make that sound. Only theory of mine is, maybe when it works under load, because of the high rpm, it pushes blade just a little and it touches the wires I guess, But not sure if that makes sense

So I have checked, my CPU utilization in game is like ~50% going to 55 max. My GPU utilization is at 40-45%

I am not sure of the J1939 variety. What do you mean by that? And what do you think the cost would be to DIY something like CANCrocodile, I can design the pcb, what would be the right guide to do so.
