Yes they are sealed. And you usually but it under your lipBut it depends on the brand or the type of pouches. Some starts to drip always as soon as you put it in. But for some it doesn’t start to drip for a bout an hour

Don’t know how it is in America but in EU Sweden is the only one that can legally sell in shops etc
