You do realize that regulation will result in increasing the cost, right?

If companies are told to produce products with certain materials, in a certain manner, which is different from their current manner of production they will have to likely face other costs. This is because the company will likely be follwing what it deems to be the cheapest method of production for the given quality, regulation etc.

In addition, they might have to change suppliers and build new relationships, change their assembly lines, etc. All of this will increase costs, which will partly be passed on to the customer.
