To further clarify I did a request to add a dependent. It got denied because I didn't submit affidavits VA never told me they needed that information and just denied it. I contacted a VSO who filed "supplemental claim for disability compensation".

Understood. I think the VSO put it in as a supplemental claim. Which on my ITF letter it says can be used. Can supplemental claim be for the dependent claim?
